We present the Delta Social Coboi lab operation within the framework of the PECT Innodelta
Background and main challenge
The main objective of the PECT Innodelta is to increase the competitiveness of the Delta del Llobregat. In this sense, we understand that the territorial competitiveness of the Llobregat Delta means offering an attractive and sustainable environment so that companies and residents can live and work. This definition therefore balances the objectives of business success with those of social welfare, because sustainability is related to the capacity we have as a territory to offer this attractive environment; not only in the short term but also in the long term. And improving competitiveness requires a coordinated effort by different actors. Along these lines, different municipalities and institutions in the Llobregat Delta are strategically partnering to design and implement the PECT InnoDelta project:

Operation Delta Social Coboi lab
Within the framework of the PECT Innodelta, the City Council of Sant Boi de Llobregat aims to develop the operation Delta Social Coboi lab. This operation aims to turn the Delta Social Coboi Lab into a public reference tool that inspires, motivates, and facilitates new ways of doing public policy. We understand that the City Councils must promote innovation and open science, betting on a more sustainable and inclusive model of economic development. By involving citizens, the business community, knowledge centers, and public administration, it seeks to generate opportunities that contribute to building a healthier and more sustainable territory with and for people through the implementation of innovative and efficient solutions. Rapid technological advances, especially in ICT, help to articulate the collective responses that these challenges require. In this sense, the need arose to review and update the spaces of the Service Center from the perspective of innovation, the new needs of companies, and their relationship with the city and the territory. As a result of the conceptualization of the new services, the opportunity arose to create a laboratory of social innovation based on the collaboration between the agents of the territory to face the social challenges; also considering the Llobregat Delta as an experimental laboratory territory to face social, environmental and economic challenges.
Aims of the operation
- Build a relational, knowledge and prototyping space to face the challenges of the Llobregat Delta in a collaborative way.
- Position the Llobregat Delta as a territory that promotes social and collaborative innovation.
- Bringing social innovation and knowledge closer to the productive fabric of the Llobregat Delta and promoting its transformation.
- Attract new activities and socio-economic opportunities based on multi-actor collaboration.
Actions and expected results
Action 1: Design, conceptualization and remodeling of the InnoDelta space
The aim of this action is to redesign and adapt the different spaces on the first floor of the Sant Boi Service Center so that they fulfill the functions of generating and transferring knowledge. One of the main innovative elements of this action is that it has worked together with final year students of the University School of Design and Engineering of Barcelona ELISAVA in order to provide cross-cutting criteria and visions to design a laboratory of 21st-century social innovation. In this sense, co-ideation and co-creation days have also been organized as well as benchmarking studies for the conceptual and functional development of the lab. All spaces must be equipped with furniture, computer, and digital equipment, as well as signage.
Action 2: Invigoration and methodological development
This action consists of promoting, facilitating, and evaluating the activities and dynamics that favor multi-actor participation and collaboration (Quadruple Helix model). We want to put a special focus on the helix of the citizenry, strengthening its link with the rest of the actors in the territory, especially with SMEs; detecting and inviting those citizens who are committed, active and sensitive to the Delta del Llobregat to participate in innovative policy-making processes in a close and creative environment. The aim of this lab is to become the engine of the Quadruple Helix ecosystem by providing a methodology of care and co-innovation to support and accompany multi-actor challenges.
Action 3: Research and new forms of communication
The generation of knowledge developed from the Delta Social Coboi lab can be transferred to the rest of the labs when the Delta labs network is set up, especially those methodologies of collaboration and co-creation focused on proposing innovative solutions to meet social challenges. , economic and environmental of the Llobregat Delta. It also wants to design, prototype, and execute innovative communication actions that help to publicize public social innovation spaces such as Delta Labs, which specialize in seeking citizen complicity.
