Innodelta: A regional lab for the environmental, social and economic sustainability of the industrial fabric

A territorial alliance to innovate from the Llobregat Delta

The Innodelta PECT project is a collaborative initiative that seeks to promote the competitiveness and sustainability of the Llobregat Delta through a comprehensive innovation model. Bringing together public administrations, knowledge centers, companies and civil society, the project aims to position this region as a key node in Catalonia’s innovation ecosystem.

The main objective of this PECT is to increase the competitiveness of the Llobregat Delta.

In this sense, we understand that the territorial competitiveness of the Llobregat Delta involves offering an attractive and sustainable environment for companies and residents to live and work. This definition therefore balances the objectives of business success with those of social well-being, because sustainability depends on our ability to provide such an environment not only in the short but also in the long term. Improving competitiveness therefore requires a coordinated effort among different actors.

In this regard, several municipalities and institutions in the Llobregat Delta have strategically partnered to design and implement the Innodelta PECT project:

[Background]

In a globalized world, the influence of major innovation hubs drives other actors (politicla, business, cultural, etc.) to organize themselves in networks and collaborate to create alternatives, often specialized, nodes. Being part of the local, regional and global innovation ecosystem does not happen without the will to be included and the means to make it happen. The alternative is a loss of influence and the ability to intervene in the economic and social evolution of the environment.

The Llobregat Delta is especially sensitive to these dynamics due to the influence of Barcelona and the rapid evolution of the industrial innovation system, with significant impacts on both the population and the territory. Therefore, it is essential for the Delta to become a reference point in the innovation ecosystem by fostering scenarios of competitiveness and increasing its ability to attract investment and generate innovative economic activity based on its endogenous strengths.

[Results]

In the short term, the project aims to boost economic, social, and innovation activity through three major initiatives:

  • Delta Knowledge Platform: This platform will collect, compile, and analyze strategic data to support diagnostics and decision-making at the Delta scale. Evidence-based diagnosis will help identify shared territorial challenges, which will then be addressed by the Delta Labs Network to explore and implement potential solutions.
  • Delta Labs Network: A network of specialized labs that will address challenges not only through the 4-helix model (public, private, academic, civil society) but also from a specialization perspective (logistics and mobility, technology, social, and ecological). Each lab will reflect the strengths and expertise of each city. These labs will act as engines of knowledge and innovation that can then be materialized and implemented in the territory thanks to the Delta Emprèn Platform.
  • Delta Emprèn Platform: Designed to foster technology-based entrepreneurship, particularly in photonics and advanced manufacturing applied to agrifood industries, industrial systems, and cultural/experience-based industries (sports and tourism). It will also incubate and accelerate projects developed in the labs.
    A clear sign of this PECT’s long-term vision is that the Delta Knowledge Platform will not only help in the initial diagnosis but also in evaluating the impact of lab solutions and offering industrial sites for accelerated companies, boosting talent retention, specialization, and business clustering.

This PECT will contribute to consolidating the Llobregat Delta as a key node in Catalonia’s innovation ecosystem. Because we know that solving local challenges requires not only business and technological innovation but also social innovation.

Coboi Lab has actively participated in the project through the Delta Social Lab, promoting:

  • The redesign of the Coboi Lab space to facilitate co-creation and experimentation.

  • The methodological dynamization of collaborative activities.

  • The search for new communication formats to bring social innovation closer to citizens.

The long-term goal is to establish a shared governance system between municipalities and innovation/knowledge actors to ensure the continuity of this strategic territorial initiative, which will be strengthened through the Innodelta PECT.

This approach advocates for a comprehensive transformation that combines social innovation, inter-city collaboration and territorial specialization to build a more resilient and competitive future for the Llobregat Delta.
