Capsulab is Coboi lab’s monthly knowledge capsule. We want to share our internal research on topics such as innovation, labs and multi-actor projects, among others. And, from there, generate concise and practical content and materials with the aim of sharing the key learnings.

In this capsule we talk about:

The main question raised by that Timeus and Gascó in the article analyzed in this Capsulab is: “how do innovation labs contribute to increasing the innovation capacity of local governments?”

First of all, we define innovation capacity as the set of skills that organizations possess to utilitze resources with the aim of adopting or developing innovations.

To evaluate innovation capacity, we can begin by analyzing 4 key organizational competencies:

1. Ability to generate ideas

2. Knowledge management system

3. Human resources strategy

4. Intensity in the use of technology

Timeus and Gascó conclude that the innovation labs analyzed in their study facilitated the development of at least 3 of the 4 main components of innovation capacity. In response to the research question, labs contribute to the development of innovation capacity in the public sector by providing an internal organizational structure in the public sector that enables this capacity to grow without disrupting traditional bureaucratic systems.
